ARTICLE I
OFFICERS-BOARD OF DIRECTORS
Section 1.The board of Directors consists of the President, Vice President and the Secretary/Treasurer.
Section 2 .The Board of directors shall have general supervision and control of all club affairs and promote both the lawn and annual shows. They shall have full authority to take action on any and all club matters not in conflict with the Constitution and /or By laws, as may be deemed for the best interest of the club.
Section 3. The Board of Directors shall be responsible for prompt response and action to requests by the President. In case of dereliction of duties as prescribed in the Constitution/Bylaws they may be removed from office by a two-thirds majority vote of the Board of Directors. They may then be replaced by a member appointed by the President and approved by a two-thirds majority vote of the Board of Directors.
Section 4. A special meeting can be called by the President at the request of two-thirds of the Board of Directors for matters as may be necessary.
Section 5. Two-thirds of the board of Directors shall constitute a quorum at any board meeting. A majority of the quorum present shall be required to carry the vote. This vote shall include proxy votes in any meeting. DUTIES OF THE PRESIDENT
Section 6. The President shall preside at all meetings of the club, shall act as chairman of the Board of Directors, appoint all committees and fill all vacancies after consultation with the Board of Directors, with the exception of the Vice President, who shall be elected by the Board of Directors. He shall sign all documents requiring his signature, and perform all duties pertaining to his office.
Further, he shall provide the leadership and represent the values and culture of the club, and take actions as required to protect the best interests of the club, to the full extent of his authority and influence.
DUTIES OF THE VICE PRESIDENT
Section 7. In the absence of the President, or in the case of his inability to act, the Vice President will perform the duties of that office. In addition, the Vice President shall assist the president in his/her duties as needed.
DUTIES OF THE SECRETARY/TREASURER
Section 8. The secretary/treasurer shall conduct all correspondence of the club, keep all the minutes of meetings, and shall be the custodian of all monies, books, papers, and other records belonging to the club.
Section 9. The Secretary/Treasurer shall keep such books as are necessary in which shall be entered the amounts of money received and disbursed by the secretary/Treasurer. He/She shall also keep a complete listing of the names and addresses of all club members, their suggestions and recommendations for the future of the club.
Section 10. The domicile of the Louisiana Modena club is the residence of the Secretary / Treasurer of the LMC.
Section 11. The secretary/treasurer shall also serve as the bulletin editor.
He/she is responsible for producing a quality bulletin to promote the Modena pigeon and to ensure that the La. Modena Club bulletin contains helpful and interesting information that will assist and further the development, education and popularity of the breed. The bulletin will be published quarterly, four times each year. He/she has the right to reject articles that are not in the best interest of the LMC, and refer these articles to the club President for final disposition.
Section 12. The secretary/treasurer shall count all votes either written or via at show of hands at all meetings and announce either at the club meeting or via the club bulletin the outcome of each matter requiring a vote.
ARTICLE II
Affiliations and Standards
Section 13. The LMC may be affiliated with national pigeon clubs, international pigeon clubs or other Modena organizations in any member country.
Section 14. The recognized judging standard at LMC shows shall be based upon the current accepted standard for the USA.
ARTICLE III
LMC Show Rules
Section 15. This section outlines the show rules for the LMC.
1. Birds must wear a seamless band of the correct size (one band only). No split bands, no spiral rings or mating bands.
2. Classes shall be judged as follows: YH, YC, OH, OC, in that order. The first place bird in each class YH, YC, OH, OC, will be placed in order, 1 through 4, and documented as such in the official Show Secretary’s books. The first place being recognized as Best of Color.
3. All birds must have bands checked before and after judging, the band number in the official books to be verified.
4. The judge must be a qualified person that have been accepted by the Board of Directors of the LMC.
5. A correct and accurate account of the placement of birds must be kept in the official books by the Show Secretary and available to all exhibitors, upon request.
6. Coop tags are to be made on each bird exhibited with color, sex, class and band number. Coop tags shall also include the exhibitor’s name or exhibitor’s number.
7. No birds are allowed to leave the show room before the show is completed unless approved and verified by the Show Secretary. Birds withdrawn from the show room before the completion of judging will forfeit all winnings unless approved by the Show Secretary. Exhibitors not in compliance to this requirement will be subject to a three-year ban of all LMC shows with a two-thirds vote of the Board of directors.
8. A steward shall be on hand to keep all aisles clear so birds can be transferred to and from the judging area. The immediate judging area shall be clear of all spectators.
9. Anyone identifying his/her bird in the presence of a judge gives the judge the right to disqualify the birds. Under this rule, any exhibitor may request a disqualification.
10. Awards as LMC Annual shows shall be as follows: Champion Modena, Champion Jr Modena, Best old Modena Best Young Modena, Best Jr Schietti and Best Jr Gazzi.
11. No one will be allowed to talk with the judge while he is judging. All questions in regard to placing etc., are to be asked after all judging is completed. Anyone breaking this rule is subject to having all of his/her entries disqualified by the Show Secretary. Complaints will go to the Show Secretary and will be discussed at an area far enough away from the judging arena as to do disrupt the judge or show for other members. The complaint should be handled in a proper manner. Any complaint to the judge will not be allowed in any manner other than through the Show Secretary. Anyone offering such complaint to the judge will face disqualification of his/her entire show entry by the Show Secretary.
12. Judge’s decisions are final. A protest on a judge’s decision can be made to the Show Secretary under the following conditions only: (a) The first or second place bird of a class has an obvious disqualifying fault as described in the current Modena Standard. (b) The first or second place bird of a class is subject of faking, i.e., artificial coloring on the feathers or any feather replacement. (c) The first or second place bird of a class has a split or unauthorized band.
13. Protest on judge’s decision will not be allowed for any other reasons. A protest fee of $50.00 will be paid to the LMC via the Show Secretary. If the protest is upheld, the fee shall be refunded. The protest must be made to the Show Secretary before judging the “parade of colors for Best Gazzi or Best Schietti. Once the judge starts judging the “parade of colors “ no protest can be initiated. The Show Secretary shall investigate the protest with any two LMC members in good standing. If the panel of three unanimously determine that the protest is legitimate, the Show Secretary will consult with the judge and advise him of the protest. The judge will then have the opportunity to reevaluate the Modena in question and shall make the final decision.
14. Once the judge’s reevaluation takes place, the judge’s decision will be final. At no time will the protesting exhibitor speak to the judge. All communication to the judge in regard to the protest will be from the Show Secretary. Any violation of this will result in the disqualification of the entire show entry of the violator by the Show Secretary.
15. All LMC shows are invitational shows only.
ARTICLE IVFinancial
Section 16
1. All services for elected or appointed officers, committees and individuals are voluntary and are not compensated monetarily from LMC funds. The LMC will not be held responsible for cost incurred for services rendered unless prior approval has been obtained by a two-thirds vote of the Board of Directors. Any such payment for services rendered shall be included in the financial report.
2. Elected and appointed officers, committees and individuals shall submit “requests for reimbursement” for supplies, materials, and postage required in performing LMC related duties and assignments. Requests for reimbursement should include all applicant receipts. All such requests will require approval of the President and such expense reimbursements shall be included in the Secretary /Treasurer’s financial report.
3. Change in membership dues. In the event it becomes necessary to modify membership dues at any given time to continue to operate in the best interest of the LMC, the President shall inform the Board of Directors of the matter and request an adjustment in membership dues. Upon such a request, the Board will vote on the Presidents recommendation and it will require a two-thirds majority of the Board to enact any modification in the membership dues structure. |
