AMENDMENT TO THE CONSTITUTION II COOPING RENTAL Voted on and approved at the April 29, 1973 meeting. The Minnesota State Pigeon Association shall rent its cooping, bottoms and horses to other pigeon clubs, individual MSPA members or to groups of MSPA members for the purpose of holding pigeon exhibitions. Rental to be paid within thirty (30) days of return of the cooping charged as follows: ten cents ($.10) per hole for regular cooping, fifty cents ($.50) per each section of judging cooping, ten cents ($.10) for each bottom which must be protected from soil of droppings and five cents ($.05) for each horse. A minimum of one hundred (100) holes will be rented out at any time with additional amounts in entire bundles of five (5) sections of cooping to a bundle. Maximum time of possession of the rented cooping to be sixteen (16) days. Deposit for rental of the cooping to be computed as follows: fifty dollars ($50.00) for the first one hundred (100) holes plus forty cents ($.40) per hole for each hole in excess of the first one hundred holes up to the maximum required deposit of two hundred dollars ($200.00). Rental of more than four hundred seventy-five (475) holes requires the two hundred dollar ($200.00) deposit. Deposit to be cash, certified check or money order made out in the name of the Minnesota State Pigeon Association. Deposit to be refunded upon return of rented cooping in the condition received with all lost or damaged equipment replaced by those who rented the cooping and payment of the rental fee. Transportation both ways to be provided by those renting the cooping. Two members of the Minnesota State Pigeon Association one of which must be a member of the board of directors and neither of which are renting the cooping must be present to count and inspect the cooping and other equipment both on departure and return. They shall provide both those renting the cooping and the Minnesota State Pigeon Association with an inventory of equipment including condition on both departure and return. Any difference in the two inventories must be settled between the board of directors of the Minnesota State Pigeon Association and those renting the cooping before the deposit shall be refunded. Requests for rental of cooping to be made in writing accompanied by a ten dollar ($10.00) partial deposit to the president of the Minnesota State Pigeon Association no less than sixty (60) days before those wishing to rent the cooping desire possession. The president shall present the request to the board of directors which in turn will rule on it by simple majority. Should the board refuse the request it will do so in writing including the reason for refusal. In turn those refused have the option to bring up their request to the club membership at the monthly meeting if they publish their intentions to do so in the club bulletin preceding the meeting they wish the membership to rule on their request. Those renting the cooping have the privilege of changing the amount of cooping to be rented any time up to the time of possession of the cooping. Should those renting the cooping after being given approval to rent the cooping decide not to rent the cooping they shall forfeit their ten dollar ($10.00) partial deposit. Should they rent the cooping the balance of the deposit must be paid on the day they desire possession of the cooping. Cooping Amendment Chairman - Tim Kvidera Amendment III Voted on and approved at the July 12, 2009 meeting. Rescind Amendment Number 1, dated January 26, 1958, and adopt the following: Annual dues for membership in the Minnesota State Pigeon Association become payable January 1st of each year and expire December 31st of each year. If dues are not paid the member becomes in default of the same and loses all privileges, the right to vote, hold office or serve on any committee, standing or special. The following member ships shall be offered with the number of votes allowed with each membership: Types of memberships permit the following voting privileges: Family Membership - Paid - Parents and members of the same family under 18 years of age - 2 votes. Adult Membership - Paid - Individual member over 18 years of age - 1 vote. Junior Member ship - Paid - Junior member 14 and older - 1 vote. Amendment IV Amend Article V, subparagraph 1,2,3,4,5 to read: Elected for a term of two years. Amendment V Maintenance of the Club Constitution: A: It shall be the duty of the club librarian to maintain a complete, current copy of the MSPA Constitution and all amendments in the MSPA club library at all times. B: At the end of each Presidential term, it shall be the duty of all outgoing Presidents to give a complete, current copy of the MSPA Constitution and all amendments to the incoming President before the new term starts. |
