PurposeBeing aware of the skill and perseverance of many individuals in attempting to perfect the Chinese Owl, the NCOC has established its Master Breeder Program to honor those individuals who have established their breeding excellence in open competition. Further, the NCOC has built this program around the idea of fostering the further growth of the art of breeding and perfecting the Chinese Owl. This Master Breeder Program is thereby established to encourage the novice and veteran alike to seek perfection in breeding the Chinese Owl. This honor of Master Breeder is placed within the reach of all those fanciers whose goal is the improvement of the Chinese Owl.
2. Qualifications
To achieve the honor of Master Breeder a fancier must fulfill the following to qualify:
(A) Sustained membership in the NCOC for a minimum of five (5) years.
(B) Must collect over a period of years a total of 1000 points in competition under the NCOC point schedule. 3. Records
One NCOC Member is to be appointed permanent coordinator of records to review and keep records of show points earned by the membership.
(A) Points will be allotted only on the basis of receipt of authorized show reports submitted by members.
(B) At least 50% (500 points) must be won showing birds.
(C) Points will be allotted only on shows held after 1970. All points must be claimed and show reports received no later than one year after the show is past.
(D) Prior to 1/1/78, all birds exhibited by someone other than the breeder shall earn Master Breeder points. Any points earned shall be divided 50/50 between breeder and exhibitor. After 1/1/78, no Master Breeder Points will be awarded to any bird that is shown other than the breeder of said bird.
(E) No points will be allowed for shows judged by other than an NCOC certified or NCOC approved judge. An approved judge may judge mini-Meets. An approved judge must be approved by the NCOC President, the relevant Vice-President and the relevant District Director and must be a member of the NCOC. A certified judge must judge all other meets.
(F) There should be no more than three district meets per district that are designated NCOC Master Breeder Point Shows. This is in addition to our regular annual meets; the Annual Young Bird Show, and Annual Fall Meet and the Grand National Show.
(G) To qualify for Master Breeder points at a district meet, there must be no less than 75 Chinese Owls shown by five (5) or more exhibitors. To qualify for Master Breeder points at a Mini-Meet, there must be no more than 74 Chinese Owls shown by five (5) or more exhibitors.
(H) Once yearly, the Points Coordinator will submit to the Secretary an updated list of points allocated to each member to be published in the NCOC newsletter.
(I) If a breeder allows his/her membership in the NCOC to lapse and has not earned 1,000 points and does not rejoin within 5 years, then all of the breeders MB points are reduced to zero. If the breeder rejoins within the 5 year period then the MB points will be reinstated upon written proof provided by said breeder. If the breeder rejoins the NCOC after a 5 year absence, none of the points earned prior to rejoining may be reinstated.
(J) Whenever rule (I) becomes effective (September 21, 2005), all MB points earned prior to September 21, 2005 may be reinstated upon written proof provided by said breeder if said breeder rejoins the NCOC. 4. Point Allotment

Class Points
Each color can have four (4) classes: (Young hen, young cock, old hen, and old cock). Points can be awarded as follows: The presiding Judge has the right to withhold points from any bird if it is deemed to be not worthy of points. Points to be withheld at the time the class are judged.
For Mini-Meets with 40 or less entries:
For Mini-Meets with 41 to 74 entries:
No color/class points are awarded for Mini-Meets.
No judging points are awarded for Mini-Meets.
Judging Points
Points are also allotted for judging NCOC meets, as the Judge, while judging, cannot show deserves recognition for the job they must do. Points for judging authorized NCOC meets are as follows:
Development of New Colors
If any member is working on the development of a new color project and wishes to work for Master Breeder points, he or she must submit their project with the Secretary, who will in turn give it to the points director. If and when any new color is accepted as a standard color in the NCOC Standard, 200 points will be awarded to the individual who started and worked on its development. In the event more than one person is working on developing said color, points may be divided between those involved, according to the ruling of a Master Breeder points committee. There will be a committee, appointed by the President of the NCOC whose duties it will be to make decisions on any questions or any controversies that may arise concerning the allotment of Master Breeder Points.
Program for Current Master Breeders
1. Each Master Breeder will start at 1000 points.
2. Each time a breeder attains an additional 1000 points, a star (*) will be added beside his/her name on the Master Breeder list. |
